April 2, 2014 REGULAR MEETING

Perry Township Board Regular Meeting

Present:  Sidney Grinnell, Supervisor; Kelly Schmidt, Clerk; Troy Parmalee, Treasurer, Mark Fraser and Francis Griffith, Trustees.

Guests: Tony Newman, Kim Kollek-Jewell, Bev Vandenburg, Tom Emery, John Plowman, Phyllis Dickerson

 

The Supervisor opened the Regular Meeting with the pledge to the flag.

Agenda approved as amended. Parmalee moved; Fraser seconded. Carried

March minutes approved. Parmalee moved; Griffith seconded. Carried

Sheriff’s Report: 161 calls, 38 traffic stops

SSESA: 123 runs, 23 runs in Perry Township for the year. Total SSESA runs for the year 280.  They are still reviewing their retirement plan; Bill Jackson will be leaving the area but will still be doing the billing for SSESA.

DDA: A letter was sent to the DEQ requesting the closure of the Talbot Property by the lawyer.

Zoning: The hearing for the Movalson’s variance has been rescheduled for April 9, 2014

Co. Comm:  The new County Administrator is TJ Clark Jr.; The County is reviewing their pension plan; The County will be asking for a Headlee Override to increase to 5.55 mills this Aug. election.

Recycling: $125 in donations

CDL: The library will be trying to form “Friends of the Library” to help purchase books for each branch.

I69 Corr: They are working on a project that outlines a 4 county economic development plan.

Planning Comm: They are working on the township land use plan revisions.

Region 6: Received a grant and have passed a land use plan for Lapeer.

Financial statements and bills paid. Fraser moved; Schmidt seconded. Roll Call: Grinnell, Fraser, Griffith, Schmidt, Parmalee. All ayes. Carried

Correspondence: A letter will be sent to the ARC Shiawassee declining a donation due to statutory restrictions.

The letter requested by the board to the County Planning Commission Rewrite committee was sent March 18, 2014. A letter was received from Williamstown Township that they have adopted a Master Plan. A letter was received from Consumers Energy regarding the street lights that border Perry City. The Rotary Club would like to form a group in Perry and is looking for leadership.

 

UNFINISHED BUSINESS:

The 2014 road projects were approved minus the Beardslee Rd project. Parmalee moved; Fraser seconded; Roll Call: Fraser, Griffith, Schmidt, Parmalee, and Grinnell.  All ayes. Carried

 

NEW BUSINESS:

Phyllis Dickerson requested a Fire Works contribution for the Morrice 4th of July Homecoming festival in the amount for $2000 Parmalee moved; Grinnell seconded. Roll Call: Schmidt, Parmalee, Grinnell, Fraser, Griffith. All ayes. Carried

A letter of resignation by Jaime Pavlica from the DDA was accepted. Parmalee moved; Fraser seconded. Carried

The follow are 2013-2014 budget amendments: General Fund: Increase Drains at Large to $16,000, reducing the contingency to $29,000.; Recycling: Increase contracted services to $5,000, increasing donations to $1,900, and increasing rebate to $500.;  Roselawn: Increase unrealized loss from investments to $6,000, decreasing contingency to $58,400. Fraser moved; Grinnell seconded; Roll call: Griffith, Schmidt, Parmalee, Grinnell, Fraser. All ayes. Carried

Township Board meeting dates and time approved changing the July meeting to July 9, 2014. Parmalee moved; Fraser seconded; Carried.

The 2014-2015 depositories list was approved. Chemical Bank, PNC Bank, Ameriprise Financial and 5/3 Bank. Parmalee moved, Schmidt seconded, Carried.

The DDA budget was adopted similar to last year. Fraser moved; Parmalee seconded. Roll Call: Parmalee, Grinnell, Fraser, Griffith, Schmidt. All ayes. Carried.

Tony Newman reported on 2014 drain projects; McCrea Drain near M52 and Locke Rd stumps will be removed from the ditches, stumps will be sprayed in the Blanchard Branch; 1800’ of the Hasford #2 drain will be dipped out; 1000’ of Pickeral Lake will be cleaned; and the county will try to adopt a storm water management program.

A meeting will be held April 22, 2014 with the City of Perry and the township DDA and Board to discuss the costs for possible plans for installation of a water loop that will supply the Township’s DDA and possible development of property in the City. SEDP is willing to pick up the costs for this report.

Parmalee drew up a draft agreement between the Township and the Village of Morrice for the former Lyons Park. Fraser moved; Griffith seconded to move forward with the agreement subject to clarification from our attorney. It will then be sent to the Village for review. Carried
