Perry Township Regular Meeting Minutes

February 7, 2018

 

Present: Mark Fulks, Supervisor; Kelly Schmidt, Clerk; Troy Parmalee, Treasurer; Mark Fraser, Trustee.

Absent: Frances Griffith, Trustee.

Guests: Sandra Michalek, Darlene Parks, Jim & Martha Bashore, Philip Milliken, Justin Horvath.

 

The Supervisor opened the meeting with the pledge to the flag.

Agenda was approved with additions: Parmalee moved, Fraser seconded. All ayes Carried.

January 3, 2018 meeting minutes were approved: Fraser moved, Fulks seconded. All ayes Carried.

Sheriff’s report: 135 calls in the township, 40 were traffic stops.

SSESA: 27 runs in Perry Twp, 267 for the year.  1783 total SSESA runs for the year.

DDA:  There was a FY 17/18 budget amendment approved increasing the Lansing Rd Lighting account to $80,000 and decreasing the contingencies account to $106,890 (difference of $70,000). There was a down payment made to Consumers Energy so the steel poles could be ordered for the Lighting Project down Lansing Rd. The 2018 Budget recommendation was approved and will be sent to the Township Board for approval. Adam Elsesser was nominated to Vice Chair to fill the vacancy with the passing of Sid Grinnell. Election of officers will be in April.

Recycling: There was$215 in donations for January.

Library: Income Tax Forms are available upon request at your local library. The Perry Branch is purchasing new children’s furniture. Morrice Branch has new computer desks and chairs.

SEDP: Justin Horvath reported that there is a need for people to apply for skilled trades training. Contact the Building Trades Council or Michigan Works.

Financial State and Pay the Bills: Fraser moved, Fulks seconded to approve. Roll Call: Fulks, Fraser, Schmidt, Parmalee. All ayes Carried.

Correspondence:  The 2017 PASER Survey was published by the GLS Region V Planning & Development Commission.  Shiawassee County ranked #15 out of 83 counties in the state by percentage of poor roads with #1 being the worst.  Michigan ranked #4 in the U.S. by comparing percentage of poor roads, #1 being the worst.  Perry Township ranked #6 of 16 townships in Shiawassee County, with #16 being the worst.  Perry Twp has 30 lane miles of Federal Aid Roads and ranked #10 out of 16 townships, #1 having the highest lane mileage.

NEW BUSINESS:

  • ·         Spartan Fence Inc. is planning on building a 20,000 sq foot building to expand their business on Bennet Dr in our DDA district and is requesting a Tax Abatement. Parmalee moved, Fraser seconded to hold a public hearing to create an industrial development district at the March 7, 2018 meeting 7:00pm. Roll Call: Fraser, Schmidt, Parmalee, Fulks. All ayes Carried.
  • ·         The 2018-2019 Annual Meeting and Budget Hearing will be held March 7, 2018 at 6:45 pm, Perry Twp Hall. Parmalee moved, Fraser seconded to approve. All ayes Carried.
  • ·         2018 Budget work session date and time is set for February 26, 2018 at 7:00pm, Perry Twp Hall. Parmalee moved, Fulks seconded to approve. All ayes Carried.
  • ·         2018 Board of Review dates and times set for, organizational meeting March 6 at 8:30 am and the Appeal Meetings will be March 12, 2018 9am-3pm and March 13, 2018 3pm-9pm. Fraser moved, Schmidt seconded to approve. All ayes Carried.
  • ·         The Township approved the recommended 2018 federal poverty guidelines and asset test to be used by the board of review to prove hardship requests. Fraser moved, Fulks seconded. Roll Call: Schmidt, Parmalee, Fulks, Fraser. All ayes Carried.
  • ·         Sandra Michalek with the support of Martha Bashore and Darlene Parks recommended that the 2018 elected officials salaries be set at $18,500, the trustees $125/ meeting and the deputies get an increase as well. After discussion it was recommended, subject to review at the budget work session that the Supervisor salary be set at $18,000. Fraser moved, Parmalee seconded. Roll Call Schmidt, Parmalee, Fulks, Fraser. All ayes Carried. The Clerks salary be set at $18,000 Parmalee moved, Fulks seconded. Roll Call: Fulks, Fraser, Parmalee, Schmidt. All ayes Carried. The Treasurers salary be set at $18,000. Fraser moved, Parmalee seconded. Roll Call: Parmalee, Fulks, Fraser, Schmidt. All ayes Carried.
  • ·         The attorney’s contract between Thomas Emery and Perry Township was extended for 1 year at the same rate as 2017. Fraser moved, Fulks seconded. Roll Call: Fraser, Schmidt, Parmalee, Fulks. All ayes Carried.
  • ·         The 2018 Lawn mowing agreement with Munro Enterprises LLC was extended 1 year with a $25 increase for cemetery mowing. Fraser moved, Schmidt seconded. Roll Call: Schmidt, Parmalee, Fulks, Fraser. All ayes Carried.
  • ·         The Cooperative Recycling Agreement between Perry Township, Perry City and Village of Morrice was approved in the contributing amount of $1500 for Perry Twp and the City for a 1 year period. The Villages contribution is the space provided for the recycling containers as well as removing the snow from the steps in the winter and mowing in the summer. Fraser moved, Parmalee seconded. Roll Call Parmalee, Fulks, Fraser, Schmidt. All ayes Carried.
  • ·         The Township approved to send any of the Board, Deputies and Attorney to the Annual MTA Conference. Parmalee moved, Fraser seconded. Roll Call: Fulks, Fraser, Schmidt, Parmalee. All ayes Carried.
  • ·         The Township approved the reappointment of Robert Taylor and Robert Piro to the DDA for a 4 year term expiring 2022. Heidi Stout was appointed as a new member for the remainder of a term expiring in 2021. Parmalee moved, Fraser seconded. Roll Call: Fraser, Schmidt, Parmalee, Fulks. All ayes Carried.
  • ·         The Supervisor is requesting to attend the Shiawassee Conservation District annual meeting held on Feb. 22, 2018 in the amount of $15/person. Parmalee moved, Schmidt seconded to approve. Roll Call: Schmidt, Parmalee, Fulks, Fraser. All ayes Carried.
  • ·         The DDA 17/18 budget amendments to increase the Lansing Rd Lights line item 830-446-973 to $80,000 and decrease the Contingencies line item 830-299-980 to $106,890. Parmalee moved, Fraser seconded to approve. Roll Call: Schmidt, Parmalee, Fulks, Fraser. All ayes Carried.
