Regular Meeting Minutes

June 6, 2018

 

Present: Mark Fulks, Supervisor; Kelly Schmidt, Clerk; Troy Parmalee, Treasurer; Mark Fraser and Frances Griffith, Trustees.

Guests: Mark Coscarelli, Duane Wood, and Jay Latunski.

 

The Supervisor opened the meeting with the pledge to the flag.

Agenda was approved with additions. Parmalee moved; Fraser seconded. All ayes Carried.

 

May 2, 2018 Regular Meeting Minutes were approved. Fraser moved; Fulks seconded. All ayes Carried.

Sheriff’s Report: There were 167 calls in the Township and 50 traffic stops.

SSESA: There were 21 runs for the month in the Twp, 91 for the year and 616 Total SSESA runs for the year.

DDA: The next meeting is July 19, 2018. The poles for the lights on Lansing Rd have been ordered but won’t be in until the end of August.

Co. Comm. Report: There will be an ORV Public Hearing on July 9, 2018 at 4:00pm in the Board’s Chambers, Surbeck Building 201 N. Shiawassee St. Corunna. They will be hearing concerns regarding the operation of certain ORV’s on the shoulder of most county roads in Shiawassee Co. The Board feels they have reached a healthy balance for property owners and companies regarding the Wind Energy Ordinance in the County. The $50,000 wire transfer by the financial administrator in a phishing scam was discussed.

Recycling: There was $280 in donations.

SEDP: There will be a VIP Grand Opening for the new SEDP offices on June 7, 2018. There will be an annual SEDP meeting on June 21, 2018.

Planning Comm.:There were Election of Officers at the May meeting. Larry Place, Chair; Joe Ocenasek, Vice-Chair; and Sandra Michalek, Secretary. The Planning Comm. gave their recommendations to the Township Board and it was relayed to the County for the Site Plan Review of Spartan Fence.

Financial Statement and Pay the Bills: Fulks moved, Fraser seconded to approve. Roll Call: Fulks, Fraser, Griffith, Schmidt, Parmalee. All ayes Carried.

Correspondence:  The Village of Morrice sent a letter that they will be working on a master plan. There was a mud bog update from Woodhull Twp. At this time the application to permit an organized mud bog remains on hold.

 

OLD BUSINESS: None

NEW BUSINESS:

  • ·         There is a 5’twin culvert on the Perry Twp and Bennington Twp line that is causing drainage problems south of Miller Rd. Twp. Supervisor Fulks has contacted the drain commissioner for a bid on the replacement of that culvert . He has also contacted the supervisor of Bennington Twp to see if they would pay half of the cost since it lies on the line. More discussion will be held at our next meeting.
  • ·         The Township was contacted by Municipal Retirement Systems requesting us to come into compliance regarding former employee’s pensions. Certified letters were sent along with the paperwork to take their pensions with no response. Parmalee moved; Griffith seconded to authorize Municipal Retirement Systems draft and send a notice with 45 days to respond on our behalf to the former employee’s in hopes to resolve this issue. All ayes Carried.
  • ·         Michigan Laborers Training would like to replace a bill board with a digital bill board along I-69 and requested approval from the Township Board. All ordinances and zoning authority is held by Shiawassee County.
