Regular Meeting Minutes
February 5, 2020

Present: Mark Fulks, Supervisor; Kelly Schmidt, Clerk; Troy Parmalee, Treasurer; Mark Fraser and Frances Griffith, Trustees.
Guests: Duane Wood, Tom Emery, Bev VandenBerg, and John Plowman.

The Supervisor opened the meeting with the pledge to the flag.
The agenda was approved. Fraser moved; Griffith seconded. All ayes Carried.

The January 8, meeting minutes were approved. Parmalee moved; Fraser seconded. All ayes Carried.
Sheriff’s report: 142 calls, 53 traffic stops in the township.
SSESA: 19 runs for the month, 250 for the year in the township, and 1694 total SSESA runs for the year.
DDA: The 2020-2021 budget was passed. The remaining balance for the Lansing Rd light project was paid. There was discussion about repaving Bennett Dr and an agreement to pay half of the cost by the DDA. Also, discussed the future the repaving of Rose Blvd. The next meeting is April 15, 2020 at 6:30pm.
Library: The library board approved renovations for the Perry Library.
Co Comm: John Plowman reported on the Road Commissions 6 year plan for road maintenance. The County is looking into several retirement options for employees. The Veterans are needing more space so the County is looking into land to possibly construct a new building.
SEDP: Job training in Shiawassee Co. has had a good response from Businesses and potential employees.
The financial statement and pay the bills was approved. Fraser moved; Griffith seconded. Roll Call: Fulks, Fraser, Griffith, Schmidt, Parmalee. All ayes Carried.
Correspondence: The Supervisor has contacted MDOT and the Road Comm. to discuss a possible traffic light at the west bound exit of I-69. The Uof M study on the net fiscal health of Shiawassee County was presented and it was a positive report. The Clerk received confirmation from the MDOS that we will receive funding for half of the Absent Voter Counting Board tabulator. The new tabulator will be used at the March election. The Clerk received notice that the Beard Rd detachment that was done 10 years ago has not been approved by the State despite numerous attempts. We will be working on getting that approved for census purposes.
Public Comment: A resident asked about Federal funding for Roads. The treasurer explained the Federal and State funding and how our Township roads are maintained.

UNFINISHED BUSINESS
· Tom Emery was approved to renew his contract for 1 year at the same rate as 2019 as the Township Attorney. Fraser moved; Griffith seconded. Roll Call: Fraser, Griffith, Schmidt, Parmalee, Fulks. All ayes Carried.
· The potential sale of the Townships water property was tabled pending review by the attorney of the Acquisition & Disposition of Municipal Real & Personal Property Policy.
NEW BUSINESS
· The Board approved any member of the Board and the Attorney to attend the Annual MTA Conference. Schmidt moved; Fraser seconded. Roll Call: Griffith, Schmidt, Parmalee, Fulks, Fraser. All ayes Carried.
· The Township Board approved the DDA recommendation of Brian Pfeifle and Joe Audia to serve on their Board for a 4 year term expiring 2024. Fulks moved; Parmalee seconded. Roll Call: Schmidt, Parmalee, Fulks, Fraser, Griffith. All ayes Carried.
· The Acquisition and Disposition of Municipal Real and Personal Property Policy was tabled pending review by the attorney.
· The Supervisor was approved to attend the 2019 Capital Conference in the amount of $35; Chamber annual Dinner in the amount of $45; and the Shiawassee Conservation Annual Meeting for free. Parmalee moved; Griffith seconded. Roll Call: Fulks, Fraser, Griffith, Schmidt, Parmalee. All ayes Carried.
· The Orkin contract was approved for 1 year in the amount of $864. Fulks moved; Parmalee seconded. Roll Call: Fraser, Griffith, Schmidt, Parmalee, Fulks. All ayes Carried.
· The 2020 Budget Work Session date was set for February 24, 2020 at 6:30pm at the Perry Township Hall.
· The 2020-2021 Annual Meeting and Budget Hearing date was set for March 4, 2020 at 7:00pm at the Perry Township Hall. Fraser moved; Schmidt seconded to approve. All ayes Carried.
· The Board of Review dates for 2020 set by the State of Michigan (MCL211.29) are March 3 at 10:00am (Organizational meeting); March 9 at 3:00pm – 9:00pm (1st Hearing session); and March 11 at 9:00am – 3:00pm (2nd Hearing session). Schmidt moved; Fraser seconded. All ayes Carried.
· The 2020 Poverty Rates, Guidelines and Asset Test recommended by the State Dept. of Treasury, to be used by the Board of Review to prove hardship requests was approved. Parmalee moved; Fulks seconded. Roll Call: Griffith, Schmidt, Parmalee, Fulks, Fraser. All ayes Carried.
· 2019 Salary resolutions were recommended for the elected officials to be set at $19,100 for the Supervisor. Parmalee moved; Schmidt seconded. Roll Call: Schmidt, Parmalee, Fulks, Fraser, Griffith. All ayes Carried. $19,100 for the Clerk. Fulks moved; Fraser seconded. Roll call: Schmidt, Parmalee, Fulks, Fraser, Griffith. All ayes Carried. $19,100 for the Treasurer. Fraser moved; Griffith seconded. Roll Call: Parmalee, Fulks, Fraser, Griffith, Schmidt. All ayes Carried. The recommendation is subject to approval at the annual meeting..
