Board present: Sid Grinell, Supervisor; Sandra Michalek, Clerk; Troy Parmalee, Treasurer; Sue Hammond & Peggy Michalek, Trustees

Guests: Jim Smith; Dep. Mark Schmidt; Nathan Schmidt; Wayne Sheffield; Justin Horvath, SEDP; Kevin Feuka & Joe Wright, Capitol Consultants; Comm. Jaime Pavlica; Kathy McGraw

The meeting was called to order with the pledge to the flag.  All board was present.

Hammond moved, second by S. Michalek to approve the agenda.  Carried

Parmalee moved to accept the March 4th and March 28th minutes.  Carried

The sheriff’s report stated there were 228 calls last month with 138 being traffic stops.

Dep. Schmidt said there had been B & E’s in the county.  Lock vehicle and doors.  They will also do vacation checks on homes.

SSESA had 119 runs last month and 22 were in Perry Township.

No DDA report; there were 8 letters in the zoning file, no building permits.

There were no public comments.

P. Michalek moved, second by Hammond to approve the financial statement & pay the bills.  All ayes

Feuka and Wright discussed a Parks & Recreation plan.  Seeing as we have never received a grant and there is money available we seem to be in a good position to get a grant.  There are grants available for different kinds of recreation: trails, wetland, family parks, etc.  First thing to do is have a brainstorming session especially with residents and list all ideas.  Include everyone, as we need the public input.  Usually the plans are for 5 years and the capitol improvements are listed by priority, but priorities can be amended.  A government entity can apply for a grant and we do not need a Park Director.  The process takes about 3 months to set up a plan and the cost is in the $6-8,000 range.  Some times people donate land for parks.

Comm. Pavlica said they had received a grant for Rails to Trails and urged the board to go forward with the recreation plan.  He suggested we might want to create a Parks & Rec. Board.  We applied too late for the tornado siren grant this year, but will try again next year.  Courthouse open house is May 4th from 2-6 pm.  The Sheriff is getting 2 deputies from the stimulus plan.  County established a budget for the Veteran’s trust.  The millage raised $128,000 to help assist Veteran’s with food, housing, medical, etc. expenses.

S. Michalek moved, second by Hammond to contribute $2,000 to MAGNET.  All ayes

There were 60 people who came before the Board of Review.  They had 3 sessions.  The Morrice Meadows issue has been settled.

The final agreement with DeLau concrete is for them to pay $7,019 at 4% interest over a period of 2 years.  Parmalee moved, second by Hammond to accept the final agreement and have it signed by Supervisor & Clerk.  All ayes

The Clerk asked the Supervisor to contact the Road Commission for costs on repairing Bath Rd.  It was not in our road plan, but is in very bad condition.

Parmalee moved, second by P. Michalek to accept the mowing bid from Dan Munro with the same prices as last year.  All ayes

The Hasford Drain is being repaired.  It was plugged with tree roots.

On demand water heater and changing the lights in the hall was tabled.  Both Feuka and Horvath suggested there is an economic efficiency USDA grant to be announced soon.

The Clerk received a letter from Fertilizer Supply in the Perry Township Industrial Park asking the board to establish an industrial development district for them, as they want to expand on both their lots.   Hammond moved, second by Parmalee to set a public hearing date of May 6th at 7 pm in the first step of setting up the district.  All ayes

Parmalee moved, second by S. Michalek to hire Demis & Wenzlick to perform the 2008-2009 audit at a price of $4,000.  All ayes

P. Michalek moved, second by Parmalee to approve the budget amendments as presented by the Treasurer.  All ayes

Parmalee moved, second by P. Michalek to adjourn.  Carried
