Regular Meeting & Special Assessment for Thornapple Dr. –

Board present: Sidney Grinnell, Supervisor; Sandra Michalek, Clerk; Troy Parmalee, Treasurer; Patsy Force, & Beth Andrus, Trustees

The Supervisor opened the meeting with the pledge to the flag and all board embers were present.

Parmalee moved, second by Grinnell to approve the minutes with the addition of cost of erecting the barn at the cemetery.  Scepka Builders won the bid at $10,460.  Carried

Dep. Lawson
did not have a report, but asked if there were any complaints, which there weren’t.

Comm. Pavlica
: Comm. Director Peter Preston starts Monday.  SCOA gave $20,000 for 2 years to Morrice Sr. Center until millage expires in 2009.  Working on land division ordinance; Co. waived our building fees; we should apply for grants for sirens as another program might work for us.  He will get more information.


SSESA
: Perry Township had 25 runs in June  with 115 so far this year

Correspondence: Taylor farm extension for 3 years; cropland showing cemetery; Andrus gave appreciation award & shirt from the Village for the fireworks donation and suggested we may want to donate more money next year. 
The second hearing on Thornapple Dr. was opened at 7:25 pm.  There were no objections.  Parmalee moved, second by Michalek to approve the resolution that the first installment shall be collected with the 2008 winter taxes and shall be $3,800 and shall be equally divided among the property owners for 1/19 of the total sum in the first year.  All ayes
The assessment roll was available for review.  The meeting was closed at 7:45 pm.

The cemetery road bids were tabled because the bids were on 2 different road improvements.   Will re-bid for both sides of the cemetery for gravel.   Parmalee moved, second by Andrus to have attorney Smith send a letter to Mr. DeLau stating he will have 2 weeks to side the old building and have it finished in 7 more days or we will have to re-bid the project and he will pay for it.  All ayes

Michalek moved, second by Parmalee to accept the custodian’s letter of resignation due to her having other employment.  Carried.  Will advertise for a custodian.

Ambulance:  Smith has filed a motion for reconsideration on the Bacigal decision and that is pending.  The cost of the assessment ($35 per household) is .06 of a mill.  Andrus moved that the Township put a proposal on the Nov. ballot to levy .06 mill on all real and personal property for the purpose of using the money for ambulance service for 1 year.  All ayes

SEDP report:  There are 10 new businesses county wide and 4 of them in Perry Township.  Parmalee moved, second by Grinnell to approve the annual commitment of $3,556 to SEDP.  All ayes

Grade-All projects will be on Morrice, Ruess, Ellsworth, & Delaney roads for the first rotation this year.  Discussed putting in the culvert and catch basin on Ellsworth Rd. by John Stiff and the Nazarene Church and the board will cover the costs seeing as this has been an ongoing problem.  Sid will get the bids.
An opinion was presented from the State Assessors Board on the 1% Administration fee stating that we should levy the1% fee.
Andrus moved, second by Parmalee to adjourn.  Carried
