Perry Township Regular Meeting & Public Hearing on the Ambulance Special Assessment District

The meeting was opened with the pledge to the flag. Roll call: P. Michalek, absent. The rest of the board was present. Parmalee was asked to chair the meeting.
Hammond moved, second by Grinnell to approve the agenda. Carried
Hammond moved, second by Grinnell to approve the July minutes. Carried
SSESA had 23 runs in June bringing the yearly total to 143.
Grinnell moved, second by Michalek to approve the financial statement and pay the bills. All ayes.
Both Kuisel & Lazar spoke briefly and are both candidates for State Representative.
Comm. Pavlica distributed the 2008 Shia. Co. Health Dept. annual report. The Veteran’s Affairs Chairman resigned so they will be hiring another one. He also had available the Community Report for 2009 from the Mental Health Authority. The County set 5.114.6 mills, plus Pleasant View & SCOA millage for taxes. They are privatizing Pete Preston’s position at zoning. Received a jail security grant. County is proposing a 1-hour furlough plan exclusive of the Sheriff’s Dept.
The public hearing was called to order at 7:12 pm. At the last election the people voted to have a special assessment district for ambulance service. This is minus Morrice Village. There needs to be 2 public hearings. The first determines shall we create the special assessment district and collect the ambulance fees. The second hearing determines how to spread the assessment district and the cost.
Public comments: Feuka stated the ambulance is a required service and we should support it. He asked how it would be funded. Board is planning on $35 per household and the township will pay an extra $10 per household from the general fund.
Pavlica is in favor of the special assessment as this gives SSESA solid funding.

Grinnell moved, second by Hammond to approve the resolution to establish a special assessment district for ambulance service. The duration of the assessment will be 5 years. Sept. 2, 2009 will be the next public hearing. All ayes. Parmalee stated the household count is down by about 100, mostly in Countryside Village. We have approximately 1,350 households in the township, minus the village.
Cemetery tree removal: There were 3 bids. Scepka Builders, Smith Sand & Gravel, & BDE Pond Digging. Michalek moved, second by Grinnell to accept the bid of BDE pond digging at $3,150. All ayes
Boertman was present to explain the activities of the annual Perry Fest. It is a community project with the focus on families. Hammond moved, second by Grinnell to contribute $2,000 toward the fireworks, as it is something all age groups enjoy. All ayes
Recreation Plan was tabled until Hammond can meet with the Village and City of Perry.
Hammond moved, second by Michalek to pay SEDP annual contribution of $3,556. All ayes
The Road Commission has accepted bids of $8,500 for the Ruess Rd. tree project and $13,835 for the crack fill projects we recommended.
Michalek moved, second by Hammond to send any board members to the Fall district meeting held in Frankenmuth in October; the MTA budget class, & and the MATS seminar. All ayes
Grinnell moved, second by Michalek to approve spending $7,000 for remonumentation work for 2010. All ayes
Parmalee moved, second by Grinnell to purchase 5,000 anniversary seals for taxes and election material that state the 160th anniversary of the township in 2010. Cost is $202. All ayes.
Grinnell moved, second by Parmalee to adjourn. Carried
