Perry Township Regular Meeting & Public Hearing on Industrial District for Fertilizer Supply, Inc.

Board present: Sidney Grinnell, Supervisor; Sandra Michalek, Clerk; Troy Parmalee, Treasurer; Sue Hammond & Peggy Michalek

Guests: Comm. Jaime Pavlica; Bob Dickerson & Mark Schneider, Morrice Village; Brent Jones, SEDP; Chief Guy Hubbard; Patrick Dicky, Fertilizer Supply; Doug Piggott, Rowe Eng.; Elizabeth Wehman

The meeting was opened with the pledge to the flag and all Board was present.

Parmalee moved, second by S. Michalek to approve the agenda.  Carried

P. Michalek moved, second by Hammond to approve the minutes as corrected (Sheriff has applied for a grant to hire 2 deputies from stimulus money).  Carried

The Supervisor opened the public hearing at 7:04 pm.  Both Comm. Pavlica & Brent Jones spoke in favor of the industrial district.  There were no comments against the district.  Parmalee moved, second by Hammond to establish an Industrial Development District for Fertilizer Dealer Supply, Inc. that includes property #014-45-004-000 & 014-45-005-000 in the Perry Township Industrial Park.  All ayes.  Parmalee moved, second by S. Michalek to close the public hearing at 7:06 pm.  Carried

Dep. Paul Richardson gave the Sheriff’s report that there were 215 incidents in Perry Township last month and 126 were traffic stops.  He was asked to have Ellsworth Rd. watched as people are speeding especially in the afternoons.

Chief Hubbard reported SSESA had 69 runs last month with 30 being in the township.  There will be a bike safety class on May 23rd at the fire hall from 9-12 noon for safety week.  They have held 2 basic First Aid classes and would like to schedule one at the township hall.  They are open to the public.  SSESA is hoping to secure property for a future fire station.  With 2 stations so close (2 miles) there is a lot of duplication.  Their intention is when they get property there would be a committee to discuss building.  The average cost for an ambulance run is around $700.

Comm. Pavlica congratulated both the township & village for passage of ambulance proposals.  The County is having an open house on May 19th at the Capitan Center at 4:30 pm followed by a tour on the courthouse renovation.  There have been 5 PA 116 agreements granted throughout the County.  There is a mobile video arraignment now in use between the Courthouse & Sheriff’s Dept.  He distributed the Register of Deeds & Medical Examiner annual reports.  County has applied for 3 nurses through the stimulus grant to reinstate the Maternal Health program that was eliminated last year.

DDA will discuss the streetlights on Bennett Dr. next month.

Revenue sharing will see a cut in the township of approximately $11,000 this year.

Piggott, from Rowe Engineering gave a presentation on Parks & Recreation Planning.  It is an advantage to have 3 municipalities plus 2 schools in applying for grants.  The state sets the priorities for yearly grants.  Land acquisition is easier to get, but it is competitive.  In order to apply you need to have a current plan not over 5 years old.  You need public input & representatives from each jurisdiction when setting up a recreational plan.  All sites need to be handicap accessible.  Drawings are nice to have so people can see designs.  Drawings can cost from $1500 – 3,000.   A basic cost for a plan without drawings is nearly $7,000.  He recommended a joint venture.  April & August are deadlines for grants.

Schneider requested a donation for fireworks.  The cost is $8,000 this year and they have raised $2,000 so far.  June 27th is the celebration.  Parmalee moved, second by P. Michalek to donate $2,000 for fireworks.  All ayes.  There are lots of volunteer jobs available for the event.

The Road Commission will hot patch the edge of Bath Rd. and they pay the cost.  The road will be put into next year’s road plan.

The Supervisor will use the digital camera and a disposal camera will be purchased for the custodian’s use.

Clerk reported 569 voters at the May 5th election.  Ambulance proposal for the township was 238 yes & 125 no.  Morrice ambulance millage was 99 yes and 53 no.

Parmalee moved, second by Hammond to set June 3rd at 7 pm as the first public hearing for setting up the ambulance special assessment district.  Carried

Parmalee moved, second by S. Michalek to adjourn.  Carried.
