Present via Zoom: Mark Fulks, Supervisor participating remotely from Perry Township, Shiawassee County, State of Michigan; Kelly Schmidt, Clerk participating remotely from Perry Township, Shiawassee County, State of Michigan; Troy Parmalee, Treasurer participating remotely from Perry Township, Shiawassee County, State of Michigan ; Mark Fraser, Trustee participating remotely from Perry Township, Shiawassee County, State of Michigan and, Frances Griffith, Trustee participating remotely from Perry Township, Shiawassee County, State of Michigan

Guests: Justin Horvath, participating remotely from Owosso, Shiawassee County, State of Michigan; Tom Emery, participating remotely from Perry Township, Shiawassee County, State of Michigan; Joe and Brenda Ocenasek, participating remotely from Bradenton, State of Florida.

Due to technical difficulties with Zoom the Supervisor ended the meeting with the pledge to the flag.

The agenda was approved. Parmalee moved; Fraser seconded. All ayes Carried.

The January 6, 2021 minutes were approved. Parmalee moved; Griffith seconded. All ayes Carried.

SSESA: 18 runs for the month; 263 in the TWP for the year; 1804 Total SSESA runs for the year.

DDA: Meeting was January 20, 2021 at 6:30 via zoom. The Board discussed the proposed lighting project from M52 west to Signature Ford. The annual SEDP pledge was approved in the amount of $2500.

Library: Then local libraries are supplying IRS tax forms to residents. They have been doing curbside book pickup and have continued children’s programs.

The financial statement was approved to pay the bills. Griffith moved; Fraser seconded. Roll Call: Fulks, Griffith, Schmidt, Parmalee. All ayes Carried.

OLD BUSINESS:

  • The “Water Loop” (Lansing Rd to Bennett Drive to Britton Rd) Justin Horvath reported that the Federal Grant money has been depleted. There is hope that in the next round of stimulus money we may be able to secure the funding. Funding for the project is being researched further.

NEW BUSINESS:

  • The County’s ordinance enforcement questioned if Ocenasek’s Sand and Gravel had the proper permitting to operate a gravel pit. The Township Board approved to send a letter to the county zoning administrator acknowledging the gravel pit has been operational since before the County’s 1982 zoning ordinance and should be considered “grand fathered in” as an existing non-conforming use and that any future changes should follow the procedures for handling any other non-conforming use. Fraser moved; Griffith seconded. All ayes Carried.
  • The Township Board approved the reappointment of Duane Wood and Walt Saxton for another 3 year term on the Planning Commission Board. Fraser moved; Griffith seconded Roll Call: Schmidt, Parmalee, Fulks, Fraser, Griffith. All ayes Carried.
  • The Township Board approved the reappointment of Adam Elsesser and Kris Morse for another 4 year term on the DDA Board. Schmidt moved; Fraser seconded. Roll Call: Griffith, Schmidt, Parmalee, Fulks, Fraser. All ayes Carried.
  • The Township Board approved the reappointment of Patty Fraser for another 4 year term to the CDL Board. Fulks moved; Griffith seconded. Roll Call: Schmidt, Parmalee, Fulks, Fraser, Griffith. All ayes Carried.
  • The 2021 Budget Work Session date and time was set for February 22, 2021 at 7:00pm at the Perry Township Hall. Fraser moved; Griffith seconded. All ayes Carried.
  • 2021-2022 Annual Meeting and Budget hearing is set for March 3, 2021 at 7:00pm at the Perry Township Hall. Parmalee moved; Griffith seconded. All ayes Carried.
  • The 2021 Federal Poverty Guidelines and Asset Tests to be used by the Board of Review to prove hardship requests was approved. Fraser moved; Griffith seconded. Roll Call: Fraser, Griffith, Schmidt, Parmalee, Fulks. All ayes Carried.
  • The 2021 Resolution to Protest to the Board of Review in writing was approved. Fraser moved; Griffith seconded. Roll Call: Parmalee, Fulks, Fraser, Griffith, Schmidt. All ayes Carried.
  • The 2021 Board of Review dates and times were set for March 2, 2021 at 8:30am (Organizational Meeting); March 8, 2021 at 9am-3pm (first appeals hearing) and March 10, 2021 at 3pm-9pm (second appeals hearing) in accordance with the State of Michigan (MCL211.29). Griffith moved; Fraser seconded. All ayes Carried.
  • The 2021 Salary resolutions were recommended for the elected officials to be set at $19,600 for the Supervisor. Fraser moved; Parmalee seconded Roll Call: Griffith, Schmidt, Parmalee, Fulks, Fraser. All ayes Carried. $19,600 for the Clerk. Parmalee moved; Fraser seconded. Roll Call: Parmalee, Fulks, Fraser, Griffith, Schmidt. All ayes Carried. $19,600 for the Treasurer. Fulks moved; Schmidt seconded. Roll Call: Schmidt, Parmalee, Fulks, Fraser, Griffith. All ayes Carried.
  • Tom Emery agreed to continue for the year 2021-2022 as the Township Attorney at the same rate. Fraser moved; Griffith seconded. Roll Call: Fulks, Fraser, Griffith, Schmidt, Parmalee. All ayes Carried.
  • The 2021-2022 Orkin Contract was approved at the same rate as last year. Griffith moved; Fraser seconded. Roll Call: Fraser, Griffith, Schmidt, Parmalee, Fulks. All ayes Carried.
  • The 2021-2022 Lawn Care contract by Rescue Me Lawn Care was extended for another year with no changes from last year. Schmidt moved; Fraser seconded. Roll Call: Fulks, Fraser, Griffith, Schmidt, Parmalee. All ayes Carried.
  • There was discussion about possible amendments to the Morrice sewer contract. The Board approved Troy Parmalee to talk with the Village of Morrice regarding this. Griffith moved; Schmidt seconded. All ayes Carried.
