Present: Present via Zoom: Mark Fulks, Supervisor participating remotely from Perry Township, Shiawassee County, State of Michigan; Kelly Schmidt, Clerk participating remotely from Perry Township, Shiawassee County, State of Michigan; Troy Parmalee, Treasurer participating remotely from Perry Township, Shiawassee County, State of Michigan ; Mark Fraser, Trustee participating remotely from Perry Township, Shiawassee County, State of Michigan and, Frances Griffith, Trustee participating remotely from Perry Township, Shiawassee County, State of Michigan; Susan Doty, participating remotely from Perry Township, Shiawassee County, State of Michigan;

 

The Annual Meeting was opened at 7:02 pm with the pledge to the flag.

 

The March 3, 2021 agenda was approved. Parmalee Moved; Fraser seconded. All ayes Carried

The March 4, 2020 Annual Meeting & Budget Hearing Minutes were approved with corrections. Parmalee Moved; Fulks seconded. All ayes Carried.

 

The Supervisor gave his yearend report. Perry Township is in sound financial standing. The Township Board works very well together as well as providing outstanding service to the residents.

Perry Township had a Fiscal Budget of $549,000 and we were able to come in under Budget despite the COVID-19 pandemic.

We also completed all road projects that were approved totaling nearly $149,000. The Township sold 3 pieces of property near Beard Rd totaling $180,000, which is set to be used with a possible grant match for the water loop project.

The 2020 Perry Township Audit was conducted and deemed acceptable.

The Perry Township DDA Board welcomed new member Stacey Matthews; approved roadwork on Bennett Dr which was split with the Township. The DDA and Township Board also entered into a contract with an engineering firm to work up a cost estimate for a Federal Grant for a possible 80/20 split for the extension of the water line from the City of Perry. The SEDP was instrumental in assisting us and the City of Perry with the application process.

The 2020 Election year was very busy. The Township Clerk and election workers did an excellent job with the election during the pandemic.

The Township became very proficient on the ZOOM meetings to be in compliance with State of Michigan guidelines.

Salary Resolutions: The resolution as acted upon by the Township Board, to increase the salary of the Supervisor to $19,600. Parmalee moved; Fraser seconded All ayes by hand vote; Opposed: none Carried.

Increase the Clerk to $19,600 Parmalee moved; Griffith seconded All ayes by hand vote; Opposed: none Carried

Increase the Treasurer to $19,600 Fraser moved; Fulks seconded All ayes by hand vote; Opposed: none Carried

 

The Annual Meeting adjourned at 7:12. Schmidt moved; Fraser seconded. Carried.

 

The Budget Hearing was opened at 7:12:30.

 

Parmalee explained the 2021-2022 budgets

 

The State revenue was similar to last year. Property taxes are up slightly. There was an increase in the Cemetery budget. Building and Grounds budget was reduced in salaries, utilities and hall deposit refund due to no rentals because of COVID. There was an increase in wages for the supervisor, clerk, treasurer, trustees, deputies, custodian, and board positions. All other budgets were similar to last year.

 

The DDA budget was adopted using last years budget numbers and will be subject to the DDA’s review and approval.

 

The Budget Hearing was opened to public comments hearing none. Parmalee moved; Schmidt seconded to close the hearing at 7:18 pm. All ayes Carried

 

The 2021-2022 Budget and Ordinance to Establish a General Appropriations Act for Perry Township was Approved with one mill as reduced by the Headlee Role Back to be levied. Parmalee moved; Fraser seconded. Roll Call: Parmalee, Fulks, Fraser, Griffith, Schmidt. All ayes Carried. None opposed.

 

The Budget Hearing was adjourned at Fraser moved; Griffith seconded Carried

The Supervisor started the meeting with the pledge to the flag.

The agenda was approved. Fraser moved; Parmalee seconded. All ayes Carried.

The February 3, 2021 minutes and the February 22, 2021 Budget Work Session meeting minutes were approved. Parmalee moved; Fraser seconded. All ayes Carried.

SSESA: 28 runs for January; 28 in the TWP for the year; 138 Total SSESA runs for the year.

The financial statement was approved to pay the bills. Fraser moved; Schmidt seconded. Roll Call: Fulks, Griffith, Schmidt, Parmalee. All ayes Carried.

 

OLD BUSINESS:

None

NEW BUSINESS:

  • Tina Braman gave the Assessors yearend report. In 2020 there was a lot of field work done in the Village of Morrice. +/- 200 properties were visited. Changes in Class Codes and Land Tables were made. The Assessor will be working on an application and procedure process for all tax exempt properties.
  • 2021-2022 Township Board Meeting Dates and Times were approved. Parmalee moved; Fulks seconded. All ayes Carried.
  • The Depository list (TCF Bank, PNC Bank, Ameriprise Financial and MSU Federal Credit Union was approved. It was noted that TCF Bank would no longer be paying interest on any accounts held there. Parmalee moved; Fraser seconded. All ayes Carried.
  • The Board approved a pay increase per meeting for the Planning Commission, Township SSESA Board members and the Board of Review from $35 to $50. Parmalee moved; Fulks seconded. Roll Call: Fulks, Fraser, Griffith, Schmidt, Parmalee. All ayes Carried.
  • A new contract with MR Green and Sons for the Sextons position was approved. Fraser moved; Griffith seconded. Roll Call: Fraser, Griffith, Schmidt, Parmalee, Fulks. All ayes Carried.
  • The Cemetery price list was amended and approved to raise resident graves to $200 with $100 perpetual care = $300; Non-resident graves to $400 with $100 perpetual care = $500. Saturday and Evening burials is an additional $100. No Sunday and Holiday burials plus the day before and day after the holiday. Foundation prices increased to resident 4” thick $.30/sq”; 6” thick $.45/sq” and non-resident 4” thick $.40/sq”; 6” thick $.55/sq”. Flush mount foundations will be an additional $40. Fraser moved; Parmalee seconded. Roll Call: Griffith, Schmidt, Parmalee, Fulks, Fraser. All ayes Carried.
  • The 2021 Annual MTA Conference & Expo will be held virtually from April 19-21 at $159/person. All members of the Board, Deputies and the Attorney were approved to attend. Parmalee moved; Fraser seconded. Roll Call Schmidt, Parmalee, Fulks, Fraser, Griffith. All ayes Carried.
  • A virtual Master Plan Process class is being offered March 30 & 31 in the amount of $75/person. Up to 5 members of the Planning Commission are approved to attend. Fraser moved; Schmidt seconded. Roll Call: Parmalee, Fulks, Fraser, Griffith, Schmidt All ayes Carried.
  • An increase of $4.50 to the Clifford Field Special assessment for lights was approved from $47.50 to $52.00 per parcel due to increase in costs by Consumers Energy. Parmalee moved; Fraser seconded. Roll Call: Parmalee, Fulks, Fraser, Griffith, Schmidt. All ayes Carried.

Comments: Another light pole was hit on Lansing Rd. It has been reported so hopefully will be replaced soon.
